This is narrower than saying every RedotPay function is unavailable in India. India was absent from the separately published registration and location-access restriction lists in the same review. That may leave a conditional account or KYC path, but it does not create card eligibility.

Why a working promo code does not change this answer

PAY8U, OFF20, RED08, COUPO, and RED80 may remain usable in their matching app fields for eligible accounts. Code acceptance is not an eligibility override. India residents should not treat a copied or accepted code as permission to order a card while the official issuance restriction remains.
